city sheets suffered in no material degree
during the last year, but as stated in my last report (6 of 1863) a continually increasing vote will be necessary for this.
Not alone for the maintenance of those completely finished 2nd class streets, but for those unfinished in regard to drains and other works which often cannot be commenced even for some years after the rough formation is completed, this delay is mainly owing to the nature of the works and the tenants.
Miscellaneous works are commenced at various times and in various places in an irregular manner.
